Design systems aren't a deliverable

Most "design systems" we see at audit time are PDF style guides with no enforcement, no tokens, and no living component library. The teams that ship sharp work in year three aren't the ones with the prettiest brand book. They're the ones whose engineers can build a new page in 20 minutes because every primitive already exists.
